Dear Dr. Hurwitz:
I am writing you at the recommendation of Alvin Weinberg,
who writes that you have thought more about the dangers of excessively
well insulated houses than anyone else. It has occurred to some of
us in Scientists and Engineers for Secure Energy (SE2) that it might
be appropriate to demand, by lawsuit if necessary, the same examination
of environmental impacts and impact statements for government programs,
both national and state, that advocate or offer incentives for insulation
that are required for programs for energy production.
We would be grateful for any information you can supply or point
to that is relevant to this question. I must confess that for all I know,
appropriate environmental impact statements have been filed.
